Then offer a free workshop on consensus training. This will connect you with the motivated movers and shakers in your community.
Libraries offer meeting rooms for free.
Towards the end of the seminar, suggest you hold a few mock meetings to give a "hands on" practice in consensus. Use the meeting agenda for the first 2 meetings located at: http://src-fla.us/index.php/toolkit/starting-a-local-assembly/14-sample-data-articles/84
Then introduce the TransitionUS concept.
By this time, each individual will see the opportunity to accomplish what he is passionate about and will continue on.
